Disaster recovery, compliance, and enterprisey features are where the growth is in the near term. You have to have an SLA and support for true enterprise-class applications. Amazon will probably do this over time, but right now, you have no real option. Rowell pointed out that for Amazon to offer these services would add significantly overhead and likely cause the price point to rise significantly.

According to Ryan, the multitude of big vendor announcements of cloud services haven’t filled the enterprise gaps. In the last six months, vendors such as IBM, Microsoft, and Sun Microsystems have announced private or on-premise clouds, but you can’t actually buy cloud services from any of them.

Over the last 10 years, IT has moved further and further outside the firewall. Starting with ASP (application service providers) and moving to multitenant SaaS (software as a service) on-demand applications, and now into cloud-computing environments, the status of on-premise IT has shifted from being a necessity to an option.

Cloud versus SaaS in the enterprise

Ryan told me that “SaaS is the business version of cloud computing,” meaning that cloud services such as Amazon.com’s EC2 (Elastic Compute Cloud) offer great value but lack features required in the enterprise. Service-level agreements and compliance are simple examples.

This isn’t just about being cheaper and faster. It’s about the way people interact with technology. User expectations are dramatically different for cloud services:

More mature enterprise applications will all move to the cloud eventually, but the process will take time. Developers will get better about developing around the limitations of cloud computing.

As Web companies get decimated by the economy, developers who have the cloud-scale experience will end up with “real jobs” and connect with more formally trained software developers. The enterprise will become empowered as developers become better trained.

I had a good conversation at the SaaS Summit on Thursday with Treb Ryan and John Rowell, respectively CEO and CTO of OpSource, a provider of SaaS and Web applications for companies offering on-demand services.

According to Ryan, “we’re still talking about stuff at the hardware level–its much more about data and integration of applications. The underlying infrastructure shouldn’t matter, as long as there is a programmatic and human way to get to the data.”

So how does this change over time?

An interesting factor in this shift is the customer assumption that SaaS, like open source, has an assumed value, but ultimately, the fact that it’s cheaper to run and manage is what will continue to drive adoption.

The U.S. government, meanwhile, is dealing with a breach of its own. The travel reservations and expense reimbursement Web site, Govtrip.com, used by numerous agencies and operated by defense contractor Northrop Grumman, was found to be redirecting visitors to a malicious Web site last week, according to NetworkWorld.

And the University of Florida this week said someone had penetrated the school’s computer network, putting the data of 97,000 users at risk, according to the Sun-Sentinel.

If you bought something at a Best Buy store in West Palm Beach, Fla., late last year, or stayed at a Wyndham hotel in Florida last summer, or use a U.S. government travel Web site you might want to check your credit card statements closely.

Best Buy said it learned of the data breach on January 5 and that the employee was taken into federal custody on January 7.

Best Buy warned this week that 4,000 customers of a store in West Palm Beach may have had their credit card information stolen when they made their purchases.

Wyndham said in a frequently asked questions statement that it noticed unusual activity on one of its servers during a routine administrative review in September and discovered that data had been stolen in July and August by an attacker who penetrated the computer systems of one of the Wyndham hotels.

The school shut down the system when it discovered the cyber break-in last month and switched to a more secure system, officials said. It was unclear how the intruder got into the network, what data was exposed, or if any of it was stolen.

“By going through the centralized network connection, the hacker was then able to access and download information from several, but not all, of the other WHR properties and create a unique file containing payment card information of a small percentage of our WHR customers,” a separate customer alert said. “The incident did not affect any of the other branded hotels in the Wyndham Hotel Group system…At this time, no criminal identity theft related to the use of the consumer data has been identified.”

The redirected Web site delivered malicious software to the computers, but it was unclear exactly what the software did. The travel site was still down as of Friday afternoon.

Also in Florida, Attorney General Bill McCollum urged people to monitor their credit statements and said up to 21,000 state residents may have been affected by a data breach at Wyndham Hotels last year.

Another day, another data breach.

The chain terminated the employment of a worker at the store after learning that a skimming device was used to steal data from the magnetic strips on credit cards last November and December, according to an advisory issued by Best Buy (PDF).

The FCC sees the plan, which is based on a proposal submitted to the FCC by M2Z Networks in 2006, as a way to provide broadband Internet service to millions of Americans who either can’t afford or don’t want to pay for high-speed Internet access.

But existing providers like T-Mobile USA, which spent $4.2 billion in 2006 acquiring spectrum in an adjacent band, say that opening up this spectrum would cause interference and disrupt service.

The FCC has been considering auctioning 25 megahertz of spectrum in the 2155MHz to 2180MHz band. As part of the rules for using the spectrum, the FCC plans to require license holders to offer some free wireless broadband service.

It should be noted that this free Internet plan is separate from a proposal to use so called unused TV spectrum, also known as “white space” for wireless broadband services.

Friday’s report, however, concludes that spectrum could be used as planned “without a significant risk of harmful interference.”

A Federal Communications Commission engineering report released late Friday essentially backs a plan to create a free wireless Internet service by dismissing concerns about interference for existing providers.
